With
the aim of exchange of practical experience in implementation of projects in
the sphere of reformation of public internal financial control system in Ukraine and Georgia on the 13th of
July this year the MainCRO hosted a meeting with the team leader on the
Support to the Ministry of Finance in Internal Control Project in Georgia Jeanne Wehlau.
In his
opening address the Deputy Chairman of the MainCRO Ihor Stefaniuk
told about the history of development of the state control and revision service
of Ukraine on the post-soviet
area and described the passed way to attraction of assistance of the European
Commission for reformation of public internal financial control (PIFC) in Ukraine.
As Ihor Stefaniuk
underlined, it was the MainCRO that initiated a
Twinning project in this sphere, and since 2007 under supervision of the Ministry
of Finance together with the Swedish National Financial Management Authority it
implements practically the Twinning project “Assisting the MainCRO
of Ukraine in implementing a new PIFC system”.
During
the meeting the Ukrainian party presented basic developments of the mentioned
project. Main attention was paid to conducted training
courses on internal control, internal audit and centralized internal audit, as
well as to the matter of preparation of legislative acts in PIFC sphere.
Jeanne Wehlau positively
assessed the state of play in the sphere of PIFC reformation in Ukraine
and stressed the importance of approved strategic documents in this direction,
in particular the Concept of PIFC Development, Action Plan of its
implementation and the Strategy of the SCRS Development till 2015. Besides it
was underlined the necessity to conduct pilots that facilitate practical
application of theoretical knowledge acquired during training courses.
In
this context chief of the Department of PIFC Harmonization of the MainCRO Maryna Barynina shared experience in organization of pilots on
internal control and internal audit, and Deputy Chairman of the MainCRO Gennadiy Dmytrenko dwelt on the main
milestones of preparation and conduct of pilot audits in the budget and
non-budget spheres.
As Jeanne Wehlau
noted, Ukraine
achieved significant progress in the direction of PIFC reformation, therefore
the MainCRO’s experience is valuable and useful for
her as an international expert.
In
conclusion, Gennadiy
Dmytrenko suggested further exchange of
information and experience on matters of common interest.
