How to ensure that funds on Euro-2012 were not spent in vain? 31 August 2009

On the 6th of August this year representatives of the MainCRO participated in international videoconference on the theme "Control activity in the context of preparation of considerable sports competition. Experience of France", that was organized at initiative of the MainCRO and under the aegis of Association of Public Importance “Promotion of Exchange of Economical and Financial Technologies” under the Ministry of Economy, Finance and Employment of France (ADETEF). The purpose of such videoconference was study of the European experience for providing proper control organization over efficient and appropriate use of public funds, of the state or communal property during construction of objects  in the course of preparation of the final part of the 2012 UEFA European championship “Europe 2012” and fulfillment of other authorities of an expert commission on monitoring of construction objects that were built for public funds within the framework of preparation and holding in Ukraine the final part of the 2012 UEFA European championship “Europe 2012”.

The Ukrainian party was represented by the Deputy Chairman of the MainCRO Ihor Stefaniuk, Deputy Chief of the CRO in Kiev Costiantyn Cheviuk,  members of expert commission on monitoring of construction objects that were built for public funds within the framework of preparation and hosting in Ukraine the final part of the 2012 UEFA European championship “Europe 2012” Olexandr Colot, Director of Department of Control in the Sphere of Education and Culture of the MainCRO, Nataliia Shchepotieva, Chief of Department of the Centralized Internal Audit of the MainCRO, Victorija Zhesan, acting Chief of Department of Control of Public Procurement; representatives of Department of Control in the Sphere of Construction and Services, Department of Control in the  Sphere of the State Property and Department of Organizational Operations.  

The French experience was presented by Yannick Richet, General Economic and Financial Inspector, Co-ordinator of ADETEF on work with CRO, Anri Alecsandr, General Economic and Financial Inspector, former Administrative and Financial Director of Paris 2008 enterprise (candidacy for organization of Olympic Games), expert in the public procurement, who participated in organization of control within the framework of preparation of the final part of 1998 Football World Cup and Zhan Ganyazh, General Economic and Financial Inspector, former Public Inspector of France 2007 enterprise (rugby World cup ), experts of ADETEF Alisa Rozanova and Marina Mooro.

The following questions were considered and discussed within the framework of the two-hours dialogue: status and role of state authorities, governmental advisory and coordinated committees and also public organizations in the process of organization of considerable sports competitions, role of collegiate bodies and involvement of technical specialists in the process of making decisions, tender procedures and responsibility of customers and contractors; canceling of ownership rights on property that was built within the framework of preparation to competitions; national/international legislation base and procedures, implementation of specific procedures, depending from the funds sources or operations type (budgetary funds, MFO financing).

Mostly participants concentrated on the third block of questions concerning prevention and detection of violations: risks assessment, detection of violations and sanctions.

In conclusion, the Deputy Chairman of the MainCRO Ihor Stefaniuk summarized the basic results of discussion noting that successful experience of France in organization of considerable sports competitions was based on efficient procedures of collective approval of decisions, adherence to all procedures set by the national and international legislation and current control at all stages of preparation to competitions with involvement of respective financial, technical and special experts.
