On the 1st of October this year a meeting of specialists of the MainCRO with the leading specialist of the World Bank on public sector William Dorotynsky and economist Oleksiy Balabushko was held, in the course of
which the matter of reformation of public internal financial control in Ukraine was
discussed.

Head of the MainCRO Gennadiy
Dmytrenko outlined current state of the PIFC system and
told about the basic measures, implemented in pursuance of the approved by the
Government Concept of the PIFC development, with elaboration of which the
experts from World Bank had also helped some time earlier. As the speaker
noted, the Twinning project "Assisting the MainCRO
in implementing a new system of public internal financial control", which is at the
final stage today, made a big contribution into achievement of the main results
of reformation.
Also,
in response to present challenges the MainCRO modernizes its own activity, with accent on prevention
of violations and abuse in using the state resources. This year the operative monitoring of public procurement and performance audit in monopolistic enterprises, which have a strategic meaning
for economy of Ukraine was introduced by the MainCRO. Also the process
of preparing to the Euro-2012 is in the eyeshot of the MainCRO.
Head
of Department of Public Internal Financial Control Harmonization Maryna Barynina told in detail about
the basic achievements,
problems and tasks in the sphere of reforming of public internal financial
control. Head of the Central 
Harmonization Unit
informed also about additional results of the Twinning project, for example, approval
of the Strategy of the SCRS Development till 2015, Plan of actions on ensuring
and enhancing quality of control-revision work and the Code of Ethics of the
SCRS staff. Besides, measures are now implemented, directed at improvement of
decentralized inspection (control-revision work in the system of central
executive authorities).

Serhii Chornutskyi noted
that system changes in PIFC require improvement in the basic type of activity
of the SCRS bodies – inspection, its conduct based on risks analysis and
orientation on detection of fraudulent facts.
William Dorotynskiy
gave a high estimation to the achieved progress in PIFC reformation in Ukraine
and activity of the MainCRO in prevention of
violations and abuse in the public sector of economy. The expert marked extreme
importance of effective control over activity of public monopolies.
In conclusion, the parties discussed possible ways of rendering assistance from the World Bank to Ukrainian
institutions in the sphere of public internal financial control.
