Three years in a row the MainCRO holds large-scale events for top management of
ministries and other central executive authorities on development of public
internal financial control.
In March last year the MainCRO
jointly with the Ministry of Finance and the Twinning project held a seminar
"Importance of Establishment of Public Internal Financial Control System
in Ukraine".

speeches for participants. Last year's seminar certified that building of PIFC systems
is impossible without change of ideology. Only in case of adequate internal
control procedures before a decision and during its performing conditions will
be created for a switch from revision to internal audit, from checking every
economic operation to control of systems. During the seminar it was clearly
defined tasks for the central harmonization unit, ministries and other central
executive authorities – development of normative base, initial education of 40
employees in internal control, trainings for 100 future internal auditors of
the public sector and, certainly, conduct of pilot
projects in 10 ministries.
Considering the fact, that one of the main
conditions for advancing reforms is support of top management, on the 22nd
of September 2009 the MainCRO held a seminar for top management
of central executive authorities "Reforming of Public Internal Financial
Control – the First Steps". During the seminar results of the done work on
PIFC reforming were presented and management of ministries, other central
executive authorities was informed about future steps in this direction.
The seminar was attended by 81
representatives of 56 state authorities, including 46 central executive
authorities and 12 other public institutions. The audience included 35 persons
from managerial level of ministries (vice-ministers, heads, first deputies of
the heads or deputies), 9 persons from managerial level of other public
institutions.
Opening the seminar, Vice-Minister of Finance
Alyoshyn V. noted, that PIFC reformation is one of
priority tasks, set by Government and directed at
enhancement of efficiency of public resources administration. That's why Valeriy Borysovych applied to heads
of central executive authorities to be more active in reforming activities, especially
in regard to trainings in internal control and internal audit.
Chairman of the MainCRO
of Ukraine Syvulskiy Mykola
stressed importance of measures taken by
the state for improvement of financial-budget system and marked that economic
tendencies observed recently proved the necessity of improvement of
financial-budget policy on the whole and formation of appropriate procedures of
public control as a significant element of the financial system of the country.
In this aspect the matter of building an efficient PIFC system in Ukraine is of
acute importance, as this is not only a key precondition for accession of
Ukraine into the EU, but actually the single way to providing a sound level of
financial discipline in the state.

advisor of this Authority – project leader of Twinning Thomas Kjerf dwelt on results of practical implementation of the
Twinning project as a tool for support of the country on its way to PIFC
reformation.
Deputy Chairman of the MainCRO Dmytrenko Gennadiy covered in his
speech essence of Internal Control Standards and Head of the Department of
Public Internal Financial Control Harmonization Barynina
Maryna told about essence of internal audit and dwelt
on achievements, problems and tasks of PIFC in Ukraine. Constant Coordinator of the
Twinning project Ruslana Rudnytska
marked in her speech necessity of setting efficient goals in executive
authorities.

Anatoliy and Deputy Head of the State Department for
Penalties Execution Vysochanskyi Anatoliy
shared experience of implementation of pilot projects in internal control and
internal audit.
Participants of the seminar recognized one
extremely important precondition for achievement of the planned objectives –
understanding of the essence of reforms and their support by the top management
of the state.
