On the 24^th of September 2009 the Steering Committee of the Twinning project "Assisting the MainCRO in implementing a new system of Public Internal Financial Control" summed up two years of common work.

The meeting was attended by Deputy General Director of Swedish National Financial Management Authority (ESV) Benkt Anderson, senior advisor and project leader from ESV Thomas Kjerf, Head of International Operations Bo Dahlstrom, Resident Twinning Advisor from ESV Vilhelm Reutersward, coordinator of the project Ruslana Rudnytska, coordinator of the EC Delegation projects in Ukraine Eleonora Nikolaichuk, Director of the Department of the Budget System Reformation of the Ministry of Finance of Ukraine Yulia Futoranska and Deputy Director of the same Department Ihor Bugrak, Head of the Division of Cooperation with the EU of the Ministry of Economy of Ukraine Tetyana Tukalevska, Deputy Director of the Project Administration Office Andrey Bega, expert of the project "Implementation of Twinning Operations in Ukraine" Robert Balakin, chiefadvisor of the Project Administration Office Olesya Tsykaliuk, Deputy Chairman of the MainCRO, project leader from the MainCRO Ihor Stefaniuk, Head of the Department of PIFC Harmonization of the MainCRO Maryna Barynina, Deputy Head of the same Department Tetiana Borovkova and Head of the Division of the same Department Volodymyr Leshchenko, Deputy Head of Division of the Department of Organizational Operations of the MainCRO Lesya Shafranska.     

After greeting members of the Steering Committee and invited participants of the meeting, Ihor Stefaniuk presented basic events of the last quarter. In the framework of the fourth component of the project work was activated in regard to activity of the MainCRO that is audit of economic agents' activity, audit of budget programs and inspection. The European experts gave a number of recommendations concerning methodology of audit and writing of audit reports, a presentation was held on statistical sampling methods, final seminars for auditors are coming to an end.

The speaker informed, that in this period work continued for finding ways of modernization of inspection, outcomes of which will be presented by the specialist on IT-audit of the Ministry of Finance of Italy on the 24^th-25^th of September to inspectors of the MainCRO in the form of a presentation "Data Management in Inspection Programs". Although due to different circumstances all desired outcomes in these directions were not achieved, today improvements are already noticeable owing to significant contribution of the European experts. All acquired knowledge and experience will be used by the specialists of the Service in the course of further improvement of both inspection and audit activity.    

As Ihor Stefaniuk marked, formation of specialists of the Central Harmonization Unit in the framework of the "training for trainers" had been successfully completed. In the reporting period it was carried out an intensive activity on methodological base of internal control and internal audit, drafts of standards, manuals and technical guidelines were prepared. Drafts of the majority of documents were recorded on the CD, which was presented to participants of the seminar on the 22^nd of September.  

This seminar for the top management of ministries and other central executive authorities "Reforming of Public Internal Financial Control – the First Steps" was the main event of the reporting quarter. During the seminar 81 representatives of 56 state institutions, out of whom 35 managers of top level of central executive authorities and 9 managers of top level from state institutions heard speeches of the representatives of management of the Ministry of Finance, the MainCRO, Swedish National Financial Management Authority and Ukrainian institutions, where pilot projects had been held, in the framework of the Twinning.

Resident Twinning Advisor Vilhelm Reutersward presented a draft of the final report to members of the Steering Committee, and the project leader from ESV Thomas Kjerf gave estimation of final results. Learnt lessons during implementation of the project were shared by Head of the Department of PIFC Harmonization of the MainCRO Maryna Barynina who dwelt on the main challenges, risks and dangers for sustainability of the project.

Heads of divisions of the Department of PIFC Harmonization of the MainCRO Tetiana Borovkova and Volodymyr Leshchenko presented prepared in the framework of the project guidelines for internal control and an internal audit manual.

Deputy General Director of ESV Benkt Anderson, project leader Thomas Kjerf, coordinator of projects of the EC Delegation to Ukraine Eleonora Nikolaichuk, Director of the Department of the Budget System Reformation of the Ministry of Finance Yulia Futoranska and Deputy Director of this Department Ihor Bugrak took part in the discussion.

Summing up two years of work, members of the Steering Committee marked incredible intensiveness of the project and recognized its success.

In conclusion, Director of the Department of the Budget System Reformation of the Ministry of Finance Yulia Futoranska expressed gratitude to the project leader from ESV Thomas Kjerf for a significant personal contribution into reformation of public internal financial control in Ukraine and handed him over a Thanking Award of the Ministry of Finance of Ukraine.

Deputy General Director of ESV Benkt Anderson highly appreciated cooperation  during 2007 – 2009 between two institutions –  ESV and the MainCRO. On behalf of the CHU of Sweden he thanked the CHU of Ukraine and gave an Awarding Document  to the Head of the latter Maryna Barynina.
