The pilot project
of implementation of a new system of internal control over revision process in
the MainCRO, conducted
in 2008 within the framework of Twinning project “Assisting
the MainCRO in implementing a new system of Public
Internal Financial Control (PIFC)” proved the necessity of review of
the present Program of Formation and Further Training of Civil Servants of SCRS
bodies. With the purpose of introduction into practice continuous training and
improving the system of further training of inspectors and auditors, it was
offered, in particular, to actualize subject of economic training, to direct it
at concrete objectives and target groups, to use internships, practical
studies, trainings and other modern methods of study more actively. These
suggestions found their reflection in the Action Plan of Ensuring and Improving
the Quality of Control and Revision Work, approved by the order of the MainCRO No. 45 of 6 March 2009 (with
the changes introduced by the order of the MainCRO No.
163 of 03.07.2009).
Analysis of the educational
necessities proved that the staff of the State Control and Revision Service
requires development of knowledge and skills not only in the traditional sphere
such as conducting of revisions, checks and audits, but also in the sphere of communication.
Such knowledge and skills are extremely needed both during preparation and
conducting of departure control measures on-site and during discussion and
signing acts of revisions, checks and audit reports, and also for
presentations, public appearances and discussions.
The first training of workers of the MainCRO on the theme of “Skills of communication. Preparation and conducting of presentations and
appearances. Discussions and debates” was held on 9 September this year
by Ruslana Rudnytska,
coordinator and consultant of the Twinning project. The experienced trainer acquainted participants
with the system of preparation to public appearance, its structure, results and
possible expectations from the appearance. Ruslana Rudnytska paid special attention to matters of preparation
to the appearance and just appearance itself, dwelling on separate means of
communication of the verbal and unverbal character. Participants
agreed completely that communication is a combination of science and art. In
conclusion, R.Rudnytska marked: “You need to believe
sincerely in what you do to achieve success. Train your skills because it is a
lot you can!”
