On the 22nd of February current year realization of component 1.9 "Improvement of coordination of public internal financial control" of the project of
public finance modernization was started. It is envisaged the improvement of
approaches to planning of control and revision work.
From
22 to 26 February this year in the framework of before-mentioned project senior
international expert on internal financial control risks of «SОFRECO» company
Mrs. Vanya Tomeva worked in the MainCRO.
During the meetings the issues of identifying and developing of
mechanism of planning of public audit and inspection in accordance with risks
of violations probability in control objects activity were discussed.
On the
22nd of February Deputy Chairman of the MainCRO
Ihor Stefaniuk opened the
meeting and noted that Service works hard and strives for positive progress,
told expert about the role and mission of the SCRS authorities, focused on the
main tasks of control and revision work. He underlined that the MainCRO aspires to improve approaches of control and
revision work by implementing of control objects selection mechanism for
inspection and audit based on risk assessment of probability of financial
violations committing. Such approaches should improve the results of control
activities and reduce labour inputs into their carrying
out.
Relevant work envisages setting up the automated database to store
information on financial violations risks, on defining risk-related information
sources and designing a risk management methodology.
Director
of Organizational Operations Department Serhiy Chornutskiy told that Service already have certain knowledge
on risk based planning, but doesn't have yet practice and experience on implementing
of relevant approaches in risk based planning. That’s why, the main output of
expert mission should be such a document that will contain both methodological backgrounds
for information accumulation on risks in control objects’ activity and order of
such information using in the course of public audit and inspection planning.
Representative
of «SOFRECO» company noted that she has worked on risk based planning issue in
many countries, including post-soviet countries.
Vanya Tomeva confirmed necessity of creating of
such a system that requires clear criteria list, method of relevant information
accumulation and appointing of responsible persons for updating it into the database.
With
the purpose to determine indexes that could be comprised to such a system as joint integral informational-analytic system in country on the 26th
of February representatives of the MainCRO and Vanya Tomeva met with
representatives of the Treasury.
While summarizing weekly work Parties identified possible sources of information accumulating on control objects’ activity risks, including using of available public registers, databases etc, as well as developed tentative work programme for the next
visit of expert to Kyiv. Next mission on this issue is planned to start on 6th
of April current year.
