At the seminar Ukrainian party was represented by
officers of the MainCRO, charged by the Deputy
Chairman Olena Chechulina;
experts of the CRO in Lviv region, charged by the
Head of the CRO Yulian Dzyamba;
representatives of the Regional State Administration, charged by the Deputy
Chairman of RSA Yaroslav Kashuba,
as well as by representatives of 7 CROs of this
interregional group (Volynska, Zakarpatska,
Ivano-Frankivska, Rivnenska,
Hmelnytska, Ternopilska and
Chernivetska regions).

Deputy Chairman Olena Chechulina on behalf of the management of the MainCRO greeted participants of a seminar and emphasize the necessity of reforming in the sphere of management of public finance taking into account that actual PIFC system in Ukraine doesn't achieves the aim that
consist in the economy, efficient, effective, legal and transparent management of public resources of the state, that is proved by the annual rising of amount of violations of financial
discipline. She mentioned that introducing of the efficient public internal
financial control system in Ukraine
is the background of accession of Ukraine to the European Union and
it is solely way to provide a proper level of financial discipline in the
state.
After this the history of development of PIFC concept in Ukraine and outcomes of the Twinning project, implemented under the contract between Delegation of the
European Union to Ukraine, Swedish National Administration on Financial
Management and the MainCRO were presented by managers of the Department of PIFC Harmonization of the MainCRO Maxim Tymohin and Tetyana Borovkova.
In their turn, an
expert of the Government of the Netherlands Kingdom Manfred van Kesteren and Project coordinator Ruslana
Rudnytcka presented basic backgrounds of and example
of PIFC organization in Holland
and briefly told about basic activities, stipulated within the framework of the
project implementation.
After
presentation participants of the seminar had an opportunity to change their
opinions and get answers on their questions. Open discussions of interested
questions also were held. Initiative of management of the MainCRO
on promotion of reforms at the regional level was unanimously sustained by participants
of seminar. Also they expressed their huge interest in international experience
in this sphere.
Participants of working parties of both pilot
projects (at the level of the CRO and Lviv RSA) will
study and achieve practical abilities in the sphere of introducing of internal
control system of European example in the course of trainings in small groups
during the next days of the week.
Beginning of the pilot activity, which is
planned to be finished by the end of June of current year
should become a next step.
